Public Services

The Service Department consists of several divisions which provide for the service-oriented functions of the City of Riverside. These divisions include Engineering, Building and Grounds Maintenance, Street, Refuse and Recycling and Vehicle Maintenance. The service deaprtment has nine operators, one which is a foreman and two which are equipment operators, one Operations Manager, one Administrative Assistant, and one Publice Services Director.

Refuse and Recycling

Weekly waste collection, recycling and bi-weekly pre-schedule bulk waste services will be provided to homes between the hours of 7:00 a.m. to 5:00 p.m., Monday through Friday. Riverside residents will be provided with a blue recycling bin that must be used for the recycling collection services.

Weekly waste and recycle collection will be provided by the City of Dayton.
In addition free bi-weekly “Bulk Waste” collection will be available on a pre-schedule basis by calling the City of Dayton at 333-4800.

Special Note: The City of Dayton waste collection services operates every business day and every holiday except Christmas Day. After Christmas Day all trash service will be delayed by one day for that week.

Waste Containers – the residents can use their own trash cans or bags but they call also  rent a roll-off container which is on wheels from the City of Dayton for $2.00 a month which will be billed to them semi-annually.  If interested, please call the City of Dayton at 333-4800.


Guidelines for Setting Out Waste and Recycle Items on Collection Day

  1. Keep your containers or trash bags away from parked cars and other obstacles.
  2. Put your waste containers or trash bags and recycle bins out by 7:00 a.m. on your scheduled collection day.
  3. Do not overfill your containers or recycle bins and all trash bags should be tied.
  4. Do not put loose trash in your waste container. Please wrap or bag all trash first than place it in your waste containers.
  5. Yard waste (brush, hedges, tree limbs, etc.) must be tired into bundles not larger than 4 feet long and 18 inches in diameter. Bundles are limited to 25 pounds each.
  6. Recyclable means glass, aluminum, tin, plastic (#1 through #7), newspaper, magazine, cardboard, or other material determined by the City.

How Do I Schedule A “Bulk Waste”  Pick-Up

  1. Bulk waste pick-ups must be scheduled in advance by calling (937) 333-4800. Please call between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday.
  2. Bulk waste items should be set out by 7:00 a.m. on the pre-scheduled collection day.
  3. One pick-up equals material totaling 4 ft x 8 ft x 4 ft in size. 
  4. You must separate your metal items (stove, refrigerators, etc.) from other bulk items. Remember to remove refrigerator doors. The Freon does not have to be removed but the doors have to be off or it will not be picked up.
  5. All loose and small items must be securely contained, bundled or bagged for easy pick-up.

 

Snow and Ice Rules

  • Salting of city streets begins within one hour of the start of a snow or ice storm when the temperature is below 32 degrees.
  • The priority of streets to be salted, and subsequently plowed are as follows:
    1. Major arteries are to be kept clear as possible at all times. These include U.S. Rt. 35; State Routes 4, 201 and 202; major streets and thoroughfares (i.e. Airway, Beatrice, Burkhart, Community, Eastman, Harshman, Linden, Needmore, Spinning, Springfield, Union Schoolhouse, Valley and Woodman).
    2. Streets with a 6% grade or more, or a traffic volume greater than 1,500 vehicles per day.
    3. Streets adjacent to schools.
    4. Subdivision (plat) streets- these are cleared as soon as possible with available equipment and personnel and after priorities 1, 2, and 3 listed above.

Snowfall less than 2 inches will initially require continuous salting of all streets, alleys and intersections. The streets with low traffic volumes will take longer to melt snow than those heavier traveled. When snowfall exceeds 2 inches, snowplowing will begin as soon as the salting operation is complete. In extremely heavy snowfall, we may have to abandon the salt operations in order to open streets for traffic, and then return to salting upon completion of the plowing.

It is unlawful to park any vehicle on any street when the snow has accumulated to 2 inches in depth or more. Parking may not be resumed until all snow removal operations are completed, as determined by the City Manager and Director of Public Services. It is also against the law for property owners to push, throw or blow snow from private property or driveways onto the public street or alley. It can create dangerous and unexpected icy conditions. Residents should shovel or plow their driveways onto private property or onto the parkways, never in the street.

Storm Sewer Operations and Flooding Concerns

Maintain all City storm water infrastructures such as catch basins, storm sewers, drainage ditches, culverts, certain bridges and other related areas.

 

Street Repair

Each year, the City of Riverside undertakes the rehabilitation/reconstruction or replacement of portions of its infrastructure. This includes streets, storm sewers, snow and ice control and, to a lesser degree, public building improvements and replacement of the vehicles and equipment responsible for maintaining the infrastructure.
