
Opportunities abound for civic-minded individuals to participate in a number of community improvement efforts. Volunteers are welcome to work with the following City Boards and Commissions:
Application for City Boards and Commissions

The Personnel Appeals Board consists of three (3) members appointed by a majority vote of Council for overlapping terms of three (3) years. The Director of Personnel provides necessary staff assistance for the Board.
The Personnel Appeals Board hears appeals from Municipal employees in the non-exempt service who are not part of a grievance procedure under a collective bargaining agreement, who have passed their probationary period as set forth in the Personnel Manual and who have been suspended, demoted in position or compensation or discharged.

The Board of Zoning Appeals is composed of five (5) electors, appointed by a majority vote of the Council, for terms of four (4) years.
The Board of Zoning Appeals hears and determine applications for variances from the provisions of the zoning ordinance, in harmony with the intent and purposes of that zoning ordinance and in accordance with the procedures and standards for decision provided therein. The Board of Zoning Appeals also hears and determine appeals from any administrative officer who enforces and applies the zoning ordinance. The decisions of the Board of Zoning Appeals are final.

Planning Commission
The Planning Commission is comprised of five (5) uncompensated electors appointed by City Council and the Mayor as the ex-officio non-voting member.
The duty of the Commission is to act as the platting authority of the Municipality. As such the Commission provides regulation covering platting, make recommendations to Council regarding the physical limitations of structure and their uses, and maintain the “Official Map" of the Municipality of Riverside.

The Parks and Recreations Commission consists of seven (7) members to be appointed by Council. Membership is
open to any resident elector of the City. Each member serves three (3) year terms. The City Manager shall be an ex-officio member of the Commission without the right to vote.
The purpose of the Parks and Recreation Commission is to study, consider and recommend to the City Manager programs of recreation which will provide recreation opportunities for youths, seniors and adults and to study, consider, and recommend to the City Manager actions to provide adequate areas for recreation facilities while protecting the environment and preserving open space and the natural features of the community.

Property Maintenance Appeals Board will consist of the following members:
(1) The Chair of the Board of Zoning Appeals,
(2) The Chair of the Planning Commission,
(3) The Fire Chief or designee,
(4) The Director of Public Service, or designee,
(5) An electorate of the City of Riverside chosen by the Council
who shall serve at the will of the Council for a two (2) year
renewable term.
The Board hears all appeals relative to the enforcement of the Exterior Property Maintenance Code, and by a concurring vote of the majority of its members may reverse or affirm, wholly or partly, or may modify the decision appealed from, and will make such order or determination as in its opinion ought to be made. Failure to secure concurring votes shall be deemed a confirmation of the decision of the inspector.
